reform by the end of this year. chuck schumer, john mccain, dick durbin, marco rubio and bob menendez will discuss the plan. we'll bring it to you live. our first read team notes this is the first time senator mccain signed on to a priority of president obama. he takes the vision on the road to las vegas. but within the last hour, white house press secretary jay carney confirmed the president would not unveil specific legislation. the plan unveiled today would be the first major immigration overhaul proposal in six years but one border state democrat congressman castro of texas say that is the devil is in the details. >> we've got to make sure that those measurements, when we have determined that we have secured the border, that those measurements are objective. otherwise you will have fights down the road where folks are saying, well, wait a minute. let's not move on to the second phase of the bill because we have not first completed the first phase. >> besides border security, there's guest workers and employer verification and a path to citizenship for the 11 million illeg

path to citizenship for illegal immigrants already in the country. senators john mccain and dick durbin say it's an issue which both sides are determined to compromise. >> how can we convince the republicans to a path to citizenship? >> i'll give you a little straight talk. look at the last election. look at the last election. we are losing dramatically the hispanic vote, which we think should be ours for a variety of reasons. and we've got to understand that. second of all, we can't go on forever with 11 million people living in this country in the shadows of an illegal status. we cannot forever have children who were born here, who were brought here by their parents when they were small children that live in the shadows as well. so i think the time is right. >> we are trying to work our way through some very difficult issues, but we are committed to a comprehensive approach to finally in this country have an immigration law that we can live with. we're putting as a high priority the unification of families, to make sure that families have a chance to come together. >>> the pres

talking filibuster is off the table. senator dick durbin of illinois told reporters today, quote, i would say the talking filibuster at this point does not have 51 votes. on tuesday, majority leader harry reid offered mitch mcconnell a proposal on filibuster reform without the talking filibuster. reid says he has the 51 votes needed to move forward with the constitutional option on his offer, if republicans don't play ball. now republicans in the 112 congress abused the filibuster over and over. in fact, 380 times they did it to obstruct president obama's agenda, and senate democrats i think are sick of this. senator tom harkin of iowa said on my radio show today without meaningful filibuster reform, it could be a rough second term for president obama. >> i said to obama one time we were in iowa, the night before the election, he was in iowa, the night before the election, i said to him, i said, look, i want some of your time after the election. he said sure, what about? filibuster. i said you get reelected, if you get reelected and we don't change the filibuster rules in the senate

conservative as marco rubio on board and man as liberal dick durbin on board, this has to be the time this type of legislation gets through. i think there's one area to pay attention to moving forward, toure. and that is this issue of border security. to approve this they want to guarantee that the border is completely secure. how do you gauge that? how does the government gauge that? what can be said in order to make that a reality? guaranteeing drones a fence? something of that issue i think will really be something to focus on moving forward. >> all right. luke always a pleasure. serious luke today, huh? joining us now is republican marsha blackburn who prefers to be called congressman. how are you today, congressman? >> i'm well. i'm well. >> so we have a four-page proposal that republicans are behind or some republicans on the hill are behind. are you on board with the proposal? >> i'm one of those republicans that is -- i'm going to be waiting to see what the details are and bear in mind also we have had a working group in the house and they will probably bring their proposals out ne

senator menendez and senator dick durbin today. >> peter alexander thank you so much from the white house. we will come back to you later in the show. >>> the other big battles between president obama and republicans are mostly budget focused. on march 1 one month from this friday sequester cuts kick in. it is $1.2 trillion. those are cuts to military and discretionary spending. paul ryan says don't expect a last minute deal or any deal at all. >> i think the sequester is going to happen because that $1.2 trillion in spending cuts we can't lose those. >> joining me now lynn sweet and david who covers the white house for the washington post. good sunday to both of you. let's start with the claim from paul ryan. $1.2 trillion in cuts said to take effect march 1. paul ryan indicating this time there will be no 11th hour deal. >> it is just a bargain position and it is not going to necessarily unfold that way. there are no absolute right now. it is early in yet another chapter of the on going rangles we have been having. so i would put no more into it. it is a prediction and i don't thi

dream act to keep children of undocumented immigrants in the united states. senator dick durbin of illinois is intent on keeping a dream act component as part of a new legislation. >> the dream act is going to be an integral part of comprehensive immigration reform. the dream act will give to these young people the chance that they have been dreaming of, begging for, pleading to give an opportunity. >> i'm sure senator durbin is happy to have his colleagues on board this time around. but when the dream act was voted down in the senate in 2010, one of the no votes was this man, who was up there on the stage today, senator john mccain. another no vote was senator lindsey graham, who is part of this group of eight, who is also a proponent of this new senate plan. these senators see how their votes and attitudes have damaged the republican party in the image business, but the voices of dissent are still out there. >> i don't know that there is any stopping this. it's up to me and fox news. and i don't think fox news is that invested in this. but there is not -- i don't think there is a
